SENATOR SHAPLEIGH TO ATTEND HEARING ON EDUCATION OF ENGLISH LANGUAGE LEARNERS

El Paso - On January 30, 2009 at the University of Texas at El Paso's El Paso Natural Gas Conference Center, Senator Shapleigh will offer testimony during a public hearing before The National Assessment Governing Board.  

Senator Shapleigh will provide testimony on policy options for  testing of and reporting on students classified as English language learners (ELL) on the National Assessment of Educational Progress (NAEP).

"Now, more than ever, education is the key to success. For years, Texas lawmakers have failed to create effective two-way dual language courses, certified teachers and effective programs. We want the federal and state education officials to make that happen," Senator Shapleigh said.

The board will also obtain comments on policy options for students with disabilities (SD).

The SD and ELL policy options are under consideration because of concern that differences in accommodation and exclusion rates among the states and districts participating in NAEP, commonly known as the Nation’s Report Card, may jeopardize the fairness and validity of state comparisons and other NAEP data and trends.

The Governing Board has established an ad hoc committee of its members, headed by Oscar Troncoso, a high school principal in Anthony, Texas, to conduct a comprehensive examination of NAEP testing of and reporting on students with disabilities and English language learners.

The hearing will start at 9:30 a.m. and will continue until mid-afternoon at the University of Texas at El Paso in the El Paso Natural Gas Conference Center, Wiggins Road, across from the campus’ library. Senator Shapleigh is expected to make his remarks at approximately 11 a.m.
